Employment from employment exchange.

A govt. aided university recruited staffs belongs to group C category from employment exchange sponsored names after taking written test and interview but there was no advertisement published in any newspaper or media. Is the recruitment legal ?

yes there recruitment is legal.

It is compulsory for any Government or autonomous body to notify vacancies of Group-C & D levels to the local/district employment exchange and ask for the list of available candidates for recruitment. Government aided bodies have also to follow the Government's staffing rules due to conditions for aid. Recruitment is made only out of such candidates, if they fulfill the recruitment conditions. If sufficient number of candidates are not sponsored by the employment exchange or do not qualify for the posts, only then the remaining vacancies are advertised through employment news/ other newspapers.

SO, the action was quite legal.
