A Registered Sale Deed of Agricultural land is under Mortgage by deposit of Title Deed in the Urban Co-operative Bank Limited. Whether Bank can take action for recovery against debtor on behalf of Co-operative Act 1965 under section 71 and 91 etc or Not?

Yes. Action can be taken.

Mortgage is meant for the action if any. In the given query, bank has got full right to invoke section 71 & 91 for this purpose.
