Evacuation of tenant

I have a rented commercial property in delhi. only 10 percent is rented rest is empty. i want him to evacuate the property so that i can get the property new construction map passed & start construction
if possible please state
is it possile that he can claim any money for such discontinuation
can such eviction be permanent or it
please help as he is not paying even 1 percent of the value of property as rent

when did you enter into leave and lice4nse agreement ? what were the terms and conditions of agreement ? is agreement duly stamped and regd?
if there is a termination clause in the agreement issue him notice to vacate the premises as per the clauses in agreement .
if he refuses to vacate file suit for eviction . contact a local lawyer .
