Excess transfer fee

I purchased flat with NOC from Society. I given Rs.40000 as transfer fee/premium to society before getting NOC.
Now i come to know that transfer fee/premium should be Rs.25000 max in mumbai area.
Society is not taking my complaint because i am transferee and still not member of society.
Transferor is not taking interest in this matter.
Can i(transferee) lodge complaint to Registrar of Co-operative society as per bye-law 175.A.(f) ?
Please help !!

How did you pay the money? by cheque or case.. If paid by cheque then read the rules and terms carefully and send a notice to the society officials.

The concerned Housing society must have framed certain rules for transfer of residential units.You have to refer to the same along with society Bye-laws etc. for presenting your case before the Registrar of Cooperative societies of your area for redressal of your grievance.

If you have documentary proof of payment i.e. Money receipt issued by the Society,any connected correspondence reg. your complaint, you can still proceed with the matter before the above noted authority for redressal of your genuine grievance.
