Execution of Decree

In the year2001 I got a Decree in a Declaratory suit over a boundary wall and 2 ft of land beside it from a Civil Judge (junior Division),but I failed to raise the hight of my boundary wall due to constant resist from the Judgement Debtor. What way I can Execute my Decree and Construct my bondary wall by using that decree?

File execution petition before same court and put entire problem and seek police help therein.
