Experience before or after basic qualification

dear learned panel of experts, my heart felt wishes to you.
my query is:- My client applied for the post of reader / associate prof. in the university of Jammu and the qualification for the post were as : Ph.D and 5 year of teaching experience.
My question is that whether the experience required would mean that a experience acquired after acquiring the basic qualification (Ph.D). Please help me with some citations/judgements.

Generally the experience is required post qualification only.

Some advt give clear info, as experience post qualification. You have to refer to the employer only.

experience mean experience for the post, unless it is specifically mention in the eligibility criteria, it may be either prior or after acquiring the basic qualification. No distinction in it.

The word AND in "Ph.D AND 5 year experience" assumes significance and clearly points out that the experience prescribed is after acquiring the Ph.D.

In general sense, it is experience after PhD.
Better to confirm with the organisation to which your friend have applied.

Contact the University of Jammu & clarify.
Nothing wrong applying.
must be after Ph. D, but requirement is in grey area, it my mean total 5 yrs.
so ask uni.
