What are the reasons for which an assistant sessions judge cannot pass a sentence of imprisonment exceeding 10 years ?

section 28 of Cr.P.C. limits the jurisdiction of sentence which can be passed by the assistant sessions judge. If the judge passes more than the sentence he will act ultravirusly and the judgement is irregular proceedings which vitiates trial
