Correction in birth date at the hands of court

In the year 1992 "L" passed SSC. In his school leaving certificate birth date is correctly mentioned while in certificate issued by SSC Board wrong birth date is shown. Recently same is reveled. Under which provision "L" can approach to court seeking correction in date, what is format of said drafting ?

File a complaint before Judicial Magistrate having competent jurisdiction, an application under Section 19 of the Registration of Births and Deaths Act
