i am a medically certified 70%physically handicapped person with locomotive dissability of my left side. I CAN USE COMPUTER & THERE IS A PROVISION UNDER RTI ACT FOR APPLICATION & SUPPLY OF INFORMATION THROUGH ELECTRONIC MEDIA, BUT THE QUESTION ARISES AS TO HOW I WILL HAVE TO PAY THE APPLICATION COST OF RS.10/- & INFORMATION COST.

Contact the District Rural Development Agency or the District Industrial centre by availing the subsidy schemes offered for this purose.RTI has no relevance

Section 7(5) of the Rti Act says that Where access to information is to be provided in the printed or in any electronic format, the applicant shall, subject to the provisions of sub-section (6), pay such fee as may be prescribed.
Concerned PIO would intimate cost of electronic media as per prescribed rules.

BUT IF THE FEES IS NOT PAID IT IS AJUST GROUND TO REJECT MY RTI APPLICATION. FOR THE EXPERT ISACC GABRIEL. PLZ. DO NOT ABUSE A HANDICAPPED PERSON BECAUSE UNDER RTI ACT AS A CITIZEN OF INDIA I HAVE EVERY RIGHT TO BE ANRTI ACTIVIST. SO PLZ. NEVER ADVISE ME TO APPROACH DRDA OR DIC. IF YOU HAVE NO KNOWLEGE ABOUT RTI ACT THEN PLZ. PURCASE THE ACT & RULES,READ IT AND THEN CLAIM AS AN EXPERT IN LAWYERSCLUBOF INDIA.THANKS

You shall have to send DD or local Cheque or Postal order through post if you send your application by using electronic media.

you can send the same by appearing in the office or sending the same by mode of cheque or dd or Postal order.

In fact, that all depends from state to state. Normally any organisation does not normally accept personal cheque. Banker's cheque, draft, or cash is accepted, whereas the application fee is accepted by Indian Postal Order.
Since in your question, you have not stated whether your information relate to the Central Government or the State Government organisation, for rules about fee for CIC and different states, you can check from the following link:

Sorry Mr.Anonymous. It is not my intention to hurt you.In DRDA and Industries Centres, the allotment towards issue of finace for small scale industries is lying idle without takers. So I made that point to you.For sending the application fee under the RTI, the post offices have made arrangements to get the fee of Rs.10/ in cash and also for sending the application at the cost of postal department to the PIO.The PIO may demand the cost,if need be, which can be paid by Postal order,demand draft etc.,
