Can I file a PIL against a department of govt of India to cause bleeding of the exchequers directly to the Chief Justice of India online?

PIL is entrained in any manner if the subject matter is brought to the notice of the high court.
Now in your case it would all depend upon whether the subject matter is indeed involves issues largely touching the public. If yes then even postcard may initiate PIL.

You can file such petition as its subject matters relates to public exchequer.

E-Filing facilitates any Advocate-on-record (in the Supreme Court of India) or Petitioner-in-person can file his/her matter through internet facility, sitting anywhere in the world. It does not require any person to come at the filing Counter in the Registry of the Supreme Court of India for just filing his/her matter.

Now facing the first road block. Can't register with Supreme Court Registry.In fact there is link in that site. How do go about it?

Dear All
Almost all hurdles are overcome.The draft is ready.I am registered with the Supreme Court of India for e-filing. As per my limited understanding I believe I have in possession the relevant documents for the appeal. I must offer my heartfelt gratitude for helping finalizing the draft. I can not afford Ram , Arun, Abhiseks or even Anands who will buy me the verdict and therefore have decided to ' EKLA CHALO RE' (Go on your own alone).I am convinced that allowing CDA Staff/Est to run their own URCs( 38 of them)is with the vested interest to appease the Controller of Defence Accounts offices (employing central govt employees)which by no stretch of imagination can be equated as UNITS( Regular Military Units). This appeasement is the root cause of dilution of quality of Audit of Defence accts resulting to unending MEGA dEFENCE sCAMS in this country.
The CAG knows it well and could have stopped it long back had it intended but allowing the institution to be used as political tool.If you are skeptical pl do read the content in the CAG report on URCs - i am providing you the link :
