If Mr. X does not inform about his mortgage on the flat and gives application for NOC for sell of flat without mentioning these things and if the secretary gives the NOC. What are the consequences.

secretary is negligent . he has to satisfy first wether original documents are will seller or not .sale wont proceed inspite of NOC as buyer woulfd have asked for originals at time of sale
