Regarding land selling agreement

In the year of 2002 my father sign on legal 20 Rs/- stamp paper land selling agreement documents with purchaser,but than after my father need not require sell to land, he denied to sell the land so my father did not take any single money or not doing any bank transaction with purchaser, right now ownership & all legal document with clear title of whole land on my father name.
Now we want to close this agreement legally in mamlatdar office but purchaser not ready to close this matter,
sir i want to know that will purchaser disturb us when we sell this land to other party??
secon question how we close this matter without going in court. purchaser not ready to close matter?
third question is that what is the valuation of 20 Rs/- stamp paper after 12 year of agreement??
Please give valuable suggestion on above matters any good option to solve this matter silently..

You need not obtain consent of the purchaser to close the deal.
You can cancel the agreement by sending one legal notice.
If the sale agreement was posted here then viable ground for cacellation could have been advised. In any case 10 years delay in completing the sale is valid ground.
