Can a Disciplinary Authority appoint an officers as Inquiring Authority who is senior to him?

There is no ban on appointment of a senior officer than the disciplinary authority as an I.O. However, he must not be the appellate authority of the charged official.

Normally rule of prudence will not allow because the lower in rank though not subordinate will not appoint a higher officer as IA.

Disciplinary Authority is quasi-judicial.

There are no orders/rules that IO should be lower in rank to the DA.

But DA has the power to dissgree with his report and in such case such power gets compromised.
