Demolition and reconstruction of tamil nadu housing board flats

I own an old Tamil Nadu Housing Board flat in Tiruvanmiyur, Chennai built in 1979-1980. It is in fact in a block of flats which were sold by the TNHB. While more than 80% of flat owners have agreed in writing to demolish and rebuild the flats through a developer, there is a small minority who are opposed to this and insist on carving out independent plots for themselves out of the undivided area.Is there any court ruling permitting the majority to override the minority in such cases and go ahead with their reconstruction plan? Is there any example and how did they go about it?

I believe without the written permission of TN Housing Board no reconstruction is possible.
It involves issue of local Building Rules and Regulations. You better take help of local lawyer.

Unless and until and single owner of free hold flats resists the plan supported by majority, nothing can be done as desired so better to convince the minority persons in positive manner.
