Name change in cidco records due to divorce or marriage

Please update me about the procedure of chnaging the name in CIDCO records. i am flat owner in Ghansoli Navi mumbai. I want to chnage my name in cidco records after my divorce and remarriage. I purchased my flat whem my first marriage was valid and hence it was bought in the marital name of first marriage.
I have gazzets for both name change i.e.first mariatal name to premarital name
and then premarital name to second mariatal name.I also have made affidavit for the above name changes and the final name.
Cidco estate officer rejected my application for not having an advertisement published in 2 local news paper saying that there is Govt Circular which makes it mandatory to publish name change in 2 newspapers.
Please tell me if it is true and if anybody has such Govt circular kindly share.

you can publish advertisment of name change in 2 local newspapers now . then again submit application .

Thanks for your reply.
I will publish the advt in news paper. However, Please update me if it is madatory to publish in 2 local news paper. Please share if there is any Govt circular regarding this
