Noc for transferring alloted flat to mother after fathers death

My friend's father got MHADA room in Lottery after his death. Now they want to transfer the allotted room on his mother's name. Mhada requires noc from other legal heir. I have following issues.
1. whether noc should be on stamp paper? if yes then value of stamp paper.
2. format of noc letter

not necessary to be on stamp paper .
NOC should mention that i (name of legal heir address)son / daughter of deceased ________have no objection for transfer of flat bearing No ___ in building ___in name of ___.

Take format from the department itself. Sometime objection may be raised on small change in language.

No hard and fast rule for it. All depends upon the department procedure, hence please confirm from MHADA.

I checked on MHADA's site.. I got the format. It should be on Rs.100 stamp paper still i have confusion.. there are multiple legal heirs then on whose name i should buy the stamp paper.
