My brother is pa in central government (minstiry of defence) civilian employee he suffered paralytic action in 2009 and his left arm and leg is non functional,and as such not able to walk, now we have got disability certificate 60% .can he avail beneifits of disability like roadside office,wavier of biometric attendence, extra leave,double transport allowance etc , what other benefits he can get

exemption from, biometric attendacne :
not at all a legal right deptt may take its own decision on discretion.
road side office :
I believe you mean that he may avail posting to easy accessible desk. Yes he can apply and the deptt can consider it sympathetically.
extra leave : Not admissible.
Other benefits :-
(i) He can seek alternative post suitable to his medical condition without loss of pay, if he qualifies to be treated as physically handicapped.
(ii) if discharged on medical ground he will get pension and spouce can apply for compassionate appointment.

He should apply to the department, the department would accept his request to the extent permissible by his service rules.
