Our building in thane recently got demolished by municipality as being 40 years old . Now the land is open so my question is can we construct load bearing house on that land till the time redevelopment is not done as we are the landlords and if we build a house what can pagdi tenant do legally to us. And what are the ways to tackle tenant objection

The Thane municipality has found the house unfit and dangerous for inhabitation, accordingly demolished, isn't it?
If you have title of the plot, get the plan sanctioned and reconstruct building.
Seek peermission from Rent Controller, the pagri tenants are to be and may be given accommodation after construction as per Bombay Rent Control (tenancy) Act.
Consult a local lawyer for proper opinion and advise.

My query was can we build a temporary house ..till the time plan is approved or till the time construction begins as we dont have finance to live on rent

What do you mean by temporary house? You can not built any permanent structure. i.e. any concrete structure without the permission of the municipal corporation.
