Is it valid to register a 'Mutual Consent Divorce (MCD)' petition at the Registrar Of Marriages?

No. if you will register a Divorce deed of Mutual consent, legally it is not valid and it is only evidence purpose. file divorce petition in a court of law.

There is no way one can register decree of divorce.
The decree is good enough proof of valid divorce.
