Sir/Madam, Dual Matric Certificate is valid which one acquire from CBSC board in 2015 and 2nd one in 2016 from Bihar Board by showing as a regular student in both School/Board..?

Sir,
This candidate do this for taking admission in engineering by hiding their CBSC low marks in in 2015 and taken admission as regular student in govt school in Bihar with help of Head Master and Bribe in 2016 in govt school and acquired high marks in metric by Chitting in exam as his father is source full and took admission in engineering.and other poor student just watching this
so,let me know it is legal second metric certificate...? or both are legal...? if not where lodge complaint to stop such illegal activity
