Issue notice to the bank to issue NOC giving them time, otherwise file a consumer case in your jurisdiction.

Visit the bank, ask for a statement of account. If you have paid cheques, your payments should have been reflected in the statement of account. Otherwise, trace where the cheques have gone.
You need to issue a legal notice to the bank for issuing loan clearance certificate if you have paid the entire amount of loan as per the calculations of the bank.

Mr. Anonymous should understand the basic difference between Issue of No Objection Certificate and Issue of No Dues Certificate. In this case, since it is stated that you have cleared all the debts, you can apply for No Dues Certificate. Banks on verification of their records, if they are satisfied that there are no dues outstanding either in your name on in the names of your relatives where you have extended your reference or guarantee is bound to issue the same. I don't think you cannot make a case against Bank for non-issue of No Objection Certificate

To clarify, payments were made against credit card settlement. The bank provided with the settlement letter and all the payments were made through cheques and I was assured by the bank representative that NOC will be provided within 15 working days.

Yes BANK will provide you with no-dues certificate when you cleared your dues with the bank.ask your banker to give settlement letter or no-dues letter.
