Municipality Procedure for serving notice

We had colour work done for the society. Contractor has accumulated bamboos and kept on muddy ground in flat (non standing) position. Due to rains the bamboos started stinking and pests and insects started breeding. We members (12 out of 53) wrote to secretary who simply slept on the issue. Since this causes maximum trouble to me I made a complaint to Mumbai Municipal Corporation with photos. They did pest control once and carried out series of discussions with society. With the help of local ex corporator we pursued the matter with municipal officer who wrote the notice but seems to be lethargic in serving it and gives lame excuses like they came and found the secretary and chairman is not at the house. Is there any procedure in corporation where I can insist on pasting the notice on the door of the office and any provision where I get the copy of the notice. If anyone has BMC laws or rules in pdf form can I get the same on my email address at yb3561@indiatimes.com

Apply under RTI and get the copy of notice and there are other means to sderve the notice and is mentioned in rules. if i get i will forward you. still try to collect the same from other sources also.
