There is no bar in working of a retired government officer whether it is in private sector or otherwise.

Then for what or under which provisions anti corruption wings are starting inquiry against retired government employees for working with private organizations?

there is no legal bar in retired persons working in private concerns. the anti corruption wing can enquire if they have any doubt in this regard. it may be in cases of doubt only and not a routine.
