Rules differ from organisation to organisation and there cannot be any generalisation as they are framed depending upon the nature of service conditions of the employees

Even within a single PSU, there are many cadres / positions, and there may be separate RRs for these cadres / positions. In any case, you can approach the particular PSU through RTI and obtain the requisite information.

Even for government departments, seperate rules governing the recruitment.
So naturally, these rules are framed by the top executives of the organisation.
These details can be had only from the organisation concerned. But some of the big organisations have uploaded their rules in the website itself.
