Subject: Asked for RTI information but information received is insufficient, bungling & misleading.
Sir, I asked for some information on dated 28.3.2011 from PIO o/o AMM BPCL co. near IOC Refinery, Panipat, Haryana.The information received vide there letter no. BPCLD/R/2011/00979 dated 19.5.2011 received on dated 1.6.2011 is insufficient, bungling and misleading. I asked for information in the following format –
1. Please inform me the followings:-
1. Frontage required (in meters/ feet) for Rural R.O. of BPCL. For Other Companies i.e. for HPCL and IOCL it is minimum 30m. / 100’.
2. Minimum Size of Plot required for Rural R.O. (in meters/ feet)
3. Size of Plots offered by following applicants for Location No.32 of Rural R.O. Arya Nagar Dist. Hisar. In this Performa-

The reply / information received vide above mentioned letter is as follows –
"The information sought is a third party information and will infringe the privacy of the individuals concerned , and hence denied u/s 8 (1)(j)of RTI Act.
1. What should I do to get the required information as per my Performa attached which PIO has denied quoting section 8(1) (j) of RTI Act. However the PIO has written to go for appeal. Can I get the required information from the Appellate Authority or he will also cover the information by taking the shelter of the said section.
2. The PIO has denied the information which however related to the applicants for dealership of Petrol Pump outlet but the frontage of land offered by each applicant was measured by representative of the BPCL co. and the marks allotted are also awarded by Selection Committee of BPCL.co. and the this information is being hide by the PIO taking the shelter of section 8 (1) (j) of RTI Act. The reason behind not supplying the information is suspicious.
3. Is this the act of arbitration of the part of BPCL co. and PIO.

But the PIO BPCL has also suggested for appeal to me in his reply. But the question is how to know the frontage in metres or in feet of site of land offered by successful candidate and marks allotted by the BPCL dealer selection committee. I am sure that the frontage of successful candidate is less than required by company which was not mentioned in Advertisement and brochure also and the candidate has been awarded full marks instead of proportionate marks and Selection Committee has done a favour to ineligible candidate illegally and has adopted unfair means for selection of petrol pump outlet dealer.
How I should proceed to get the required information and justice for me.
