Reparing of the Terrace is whose reponsiable

We are the owner of the Flat whose celing becomes the terrace of the Society. The terrace is leaking form last 4 years but the Society committee members are only passing resolution and not doing any thing. We are give letters to the society but no action is taken till yet. At present the Registrar has dissolved the committee and appointed two people, they are not ready to take any action as they say they dont know any thing and they even reject to accept the letters given by me
Plese help wht to do now

SEND THE LETTER TO THEM BY REGISTERED POST,IF FIRST ONE IS NOT RESPONDED WITH IN PROPER TIME,SEND A SECOND ONE STATING THAT IF THE "TERRACE"IS NOT REPAIRED WITHIN A MONTH YOU SHALL REPAIR IT ON YOUR OWN AT THE COST OF SOCIETY.THEN COME BACK FOR FURTHER ADVISE.YOU SHOULD HAVE ACTED LIKE THIS WHEN SOCIETY WAS IN FUNCTION.
SEND COPIES TP REGISTRAR ALSO,WHO HAS PUT THESE ADMINISTRATORS.

Bye law no.160 of the model bye laws of Housing Societies in Mumbai, provides that it is the responsibility of the Society to carry out repairs to the terrace. Hence you send a letter to the Administrators by regd post ack due. If they refuse lodge a complaint with the Registrar, who will issue directions to the Administrators to get the repairs done to the terrace.
