Dear Expert,
My factory is in Gurgaon and is registered under Factories Act. Is it necesaary to get a membership under Haryana Saftey council. If we do not take membership will we be penalised for non compliance.

Haryana Safety Council is only a Society registered under the Societies Act, 1860.
To have membership or not is ones voluntary action. One cannot be penalised for not being a member of the said Council.
Since the objective of the Council is to have a comprehensive approach to accident prevention required a voluntary safety movement with full involvement of managements, trade unions, workers and the Government and to discuss under a common platform various problems being faced by the industry relating to health and safety of the workers and also motivate, guide and advice the industry on all such related problems, one has to positively inclined to be members of such like Councils.
Any way, as already said, membership is voluntary - nobody can be compelled nor penalised for being a member of the Council.
