Dear Experts, Recently read an article regarding the pending cases in High Court. The count crossed 16 lakhs as per the statistical data. In the recent years,many law colleges and universities started offering law courses in different dimensions..Say like MBL, 1 yr PG diplomas, etc. Why cant the laws amend its sections by providing authorities to the young minds? Why these people are less utilised? What kind of role they can play in real legal world? Is there is any possibility for these budding professionals to reduce the burden of High court?..

The suggestion by Anonymous to entrust the job of clearing the pendency of the cases to those young minds who come out from various law colleges is a sure way to multiply the pendency rather than solving the problem. Mr. Anonymous does not even appear to appreciate that it is not just passing out the law exams alone that enables a person to appreciate and apply law, but years of experience. Mr. Anonymous is probably unaware that there is no quick fix solution to this issue. In fact, I am afraid, whether at all we know what is the cause for this situation - before we think in terms of providing or suggesting any solution. If the solution is so simple as to be debated and decided or suggested here in this forum, things would not be what they are today. To say that the idea of Mr. Anonymous is very good is to betray our own lack of knowledge of the whole issue.

My reaction is not so bitter. I appreciate the thought of querist. I do agree that pendency of back log is required to be finished so that timely justice may be provided as per essence of constitution but I cannot be agree with the suggestions given thereto. Youth mind and his energy is one asset but this is not sufficient to materialize the thought.
It is good to first study the reasons of such back log which in lower courts is 3 crore cases. More than 10 lakh cases are pending since more than 50 years. First go to reasons and then to think over its solution. It is good if we start such discussions of public domain at least a law related reputed site so there is no need to demoralize the querist rather we should give him a proper direction to move ahead.

Whether the reaction is sweet or bitter it hardly matters but the crux of the query is how the budding talent pool could be utilized to take care of back log. In my humble view the Respective Chief Justices of the State alongwith the Bar Council and UGC should come together to chalk out future course of charter which recommendation should then be forwarded to the Ministry to take a policy call on the subject.
Last but not least dear anonymous your thoughtfulness is really appreciable kudos for the same.

Dear Experts, Thanks for your appreciations. For everything there is a starting point. To say as a example, initially certain services are offered only by public sector and the role of privatization brought more changes and flexibility in the process and completion of the task.
Also, my idea is not only about thoughts or its not only about the matter of young minds.Earlier, Doctor is the only profession that comes to mind, if we speak about the field of medicine. In today's scenario, there are so many branches developed in the same field with more specializations. We have institutes offering specialized courses in law..I am not sure about its utilization.
