If valid owner is not desirous of selling his property, how can one purchase it without his consent?
No chance.

Very strange question???
you want to buy from owner not willing to sale!!!!!
Tomorrow you would be asking us how to kidnap some one that no offence is made out????

very good,indeed!!!!!

what the quesrist wants to do is settle with tenant at lower price as landlord is not giving his consent for transfer of tenancy .

in such a case you are doing at your own risk . as landlord will file suit for eviction since you are not a bonafide teanant . better enter into tenancy agreement with landlord after orginal tenant surrenders .

the 40%discount you are getting for property is not worth it
