Visa after foreigner marriage with indian national

My friend Thai national has got married to Indian national who is goan,in thai embacy in mumbai and now she wants to apply for spouse visa in goa so whether she can app here with her marriage certificat ? Please do guide me since she is finishing her tourist visa by December 26th 2011.
