Non allotment of land as per court order

Sir,
i am an resident of Himachal pardesh and my land was acquired for the construction of a dam meant for irrigation in Rajasthan. As per agreement between two state govt, Rajasthan govt has to allot me land. I was alloted land in 1984 by sdm which was cancelled by sdm in 1985 and I appealed against the order in higher revenue court. The higher court set aside the order of cancellation and remanded the case to SDM in 1990. Till then i am writing to so many authorities but no action is being taken. It is aunique case in india where even single order is not passed on a remended case during 22 years.Authorities are not alloting me land. what should i do. Shoul I make complaint in high court or SC or file a PIL. Please guide me

No need for PIL.
Without making any delay file a contempt petition before the High Court to show absolute apathy of the instrumentality of State in abiding by the order of the High Court and then see the result.

You can again go to the same higher court against inaction of the lower revenue court which has bot abide by its order. One can also ask a question from you: what were you doing since last 22 years? Why didn't you ask this question to your lawyer or any person dealing with legal matters?

It seems some flaw in your query. You should approach with clean hands.
