Your question has no relevance unless you mention some background of the case or problem actually you face. Otherwise the qery is merely of an academic nature.

1) Not possible. Employee cannot seek another employment being on leave of any kind in his parent department. In deputation question of employee going on EOL does not arise. If he is treated as on EOL, it is merely lack of knowledge of rules and regulations on the part of the superiors.
2) Seeking absorption is not the right of an employee while on deputation. It is the competent authority to decide whether the employee be absorbed against any post in the department/ organisation or to revert back to his parent department after the deputation period is over. However, if he is absorbed, he automatically quits his lien in his parent department. Of course that language is included as a condition of deputation in the relieving letter issued for deputation.
To understand meanings of simple terms, you actually need to refer some standard dictionary, as you cannot expect the experts to explain each bit of the words.
