Delay in auction motor confiscated motor vehicles

A few days ago there was a major fire broke out in one of the CAR PARK hired by the Hyderabad Police to keep confiscated motor vehicles. They kept confiscated wooden furniture as well. More than a thousand car, tempo, ambulance , bus and such motor vehicles were destroyed by the fire.
I would like submit a RTI query to find out what was the delay in releasing the vehicles to their owners or in auctioning the same as per the existing law. I further wish to know who will bear the cost- the judges , the police or the system?
I would also like to know what action are being taken to avoid such mass destruction due to inefficiency of the judges , the police and the administration .
To who should I address my RTI enquiry or file a petition?

You should start this public hue and cry and thought of various citizens of India including me. You move your application to Commissioner of Police Hydrabad and another similar application to Sessions Judge, Hydrabad and third separate application to Deputy commissioner, Hydrabad and wait for their replies and next course of action should be taken thereafter.

I am taking the advice very very seriously.Trying to gather info who are the Advocates engaged in each of the owner of those burnt vehicles and request them (the Law officers of the Court)to provide me the info how long those vehicles are in dis-use and why?
