Technical resignation of central govt job

Dear sir,
i am already central govt servant , while in service i applied for upsc exam but instead of intimating to dept while applying i intimated to dept while going for exam,i got selected by upsc through direct recruitment (recruitment by selection method)then new dept asked my personal information to old dept & my old dept also replied to new dept. now i received appointment offer & want to submit technical resignation . SO I WANT TO KNOW-
1) WHETHER MY OLD DEPT WILL ACCEPT MY RESIGNATION AS TECHNICAL RESIGNATION.
2)I WANT TO SUBMIT RESIGNATION WITH ONE MONTH NOTICE PERIOD SO PLEASE TELL ME WHETHER I WILL HAVE TO PAY TWO MONTHS SALARY OR NOT . IF YES THEN GROSS SALARY OR BASIC PLUS GRADE PAY ONLY.
3) PLEASE PROVIDE DETAILED INFORMATION ON MY QUERIES VIA EMAIL ASAP.

One month salary is only to be paid if yu want to get termination of service and forfeit the pension for past service.

You have given opportuinity to your old deptt not to accept technical resignation. They may still take mercy on you. It appears they are in mood to condone your lapse as they have replied to query of new deptt and you got the offer.

Has you medical and police verificatin taken place for second time or your present deptt just forwarded the same to new deptt.
