Every company has its own policy.

There can be no state-wide HR policy.

HR policy relating your company can be provided by your company only. If your company has yet to frame its HR policy, you may better get that framed from some service law expert on hiring his services, as it is not a one day job. You may, if you like, can contact me through email.
