Can i make a criminal complain for this?

I made a complain to state vigilance against a govt. department for corruption.I have all documentary evidences which i got through RTI.State vigilance didn't give any reply to me.I made an RTI to vigilance to inquire action taken on my complaint.Vigilance replied me"we asked inquiry report from the department".
After six months I once again made an RTI using their last reply.I demanded "THE INQUIRY REPORT".The vigilance transfer my RTI to the govt department and told them to give me the copy of the report.The vigilance also wrote me "we have the copy of the report but we will not give it to you."
The department replied my RTI "The report is not prepared yet".
NOW THE QUESTION IS " WHO IS RIGHT? THE VIGILANCE OR THE GOVT. DEPARTMENT?
I have made a complain ti state info commissioner under RTI act.
But I would like to make a criminal complain. Can I do it? Under which section?please guide me.

You are advised to file a writ petition before your High Court by engaging a competent lawyer having experience to deal such cases. This is the only remedy in your case which shall definitely fetch desired results.

Thank you very much sir, for both of you.The points I raised in My complain and RTI are for public interest matters.Now my feelings are "the govt. offices use public fund to defend themselves.I will have to pay from my own pocket."
In a recent judgement given by CIC Shailesh Gandhi in favor of common man against RBI, The RBI went to Delhi high court and got stay order.
I told the CIC " how common man get the benefit of his good decision? Mr Gandhi replied " I am helpless, I can't do anything with this stay order given by the Delhi court."
Now my pain is "Aren't there some kind lawyers to help free this type of matters?"
I am an RTI ACTIVIST.

Mr Makkar elaborated you the right path and you still intend to get confused an confuse others.
It appears RTI Act has done its faour to you.
If you have proof of corrpt activities of Govt servants then it is offence under Prevention of Corruption Act.
If the public authorities are not taking any actin then file writ mandamus in High Cort. The same path which is used by common men to send politicians to jails.
If you intend to be in trouble then keep opn trying the unprofessinal ways.
