Duped by land record office and property dealer

I have been approached by a property dealer and he offered a piece of Land for a consideration of Rs 5,50,000/- in west bengal.In order to be on safe side, I had got the records varified from the Block land revenue officer (BLRO) who certified that the particular piece of land is muted in the name of that particular person and they gave me non-incumberance certificate and mutation cert in the name of the person from whom I was to buy.Therefore I paid the money and got it registered at the Sub-register office.Thereafter since one my friend is an IAS officer I sent my land doc for mutation through him.Since it had come from an authority they throughly checked and later admitted that the piece of land is a vasted/govt land to my utter surprise.The Land/Revenue office have been maintaining Land records on their computers and have been doing all this, till such time. when my case came up they deleted all the records from their computers and said that I can't now do the mutation of land on my name.I am really shoked by all this and not able to understand how to proceed and against whom.I will be extremly grateful if the experts guide me please
