can govt pass mutation entry in record of rights by issuing circular to tahailsidar without giving notice to land owner

In case of sale, the owners/sellers generally provide their affidavits in favour of either of the persons of buyer authorizing him to get the mutation done in favour of buyer and in that case there is no requirement for the Tehsildar to issue notice to owner/buyer but if mutation by way of inheritance is changed then the notice is issued to all legal heirs of deceased.

This has ref to the Acquisition of Private forest lands act 1975 of Maharashtra. So many small piece of lands say 5acers 2acers were exempted from acquisition U/s 35 and the mutation were passed that 35 kalmatun vagala. There after 10 years the mutation entry made like Kendra shasanachya purva parvangi shivay vanottar kamas bandi. This restriction do not permitt us to use our land for any other purpose except plantation only.Workers from forest dept are also harsing the people for using these lands for another purpose. Can Govt put such restriction how can we fight for this.
