Can a person having a house on the property in his name, make a will allocating his house floor-wise in the names of his sons ?

If so, what procedure is required to be followed for mutation of the individual floors of that house in the names of the sons ?

If it is to be governed by some law, name of that Act and citations of cases on the subject may please be indicated ?

Yes, he can do so by way of Family Deed of Settlement.
