can I argue on charges before framing of charges u/s 14 of Child Labour Act & 23 of JJ Act before MM itself
OR
I have to go in revision for argument on charges. If yes, what is the limitation

You can always argue before framing of charges for the purpose of addition or deletion of any charge.
If your prayer is rejected then you can go for Revision.

It is in your interest to argue at the time of framing charges so that only appropriate charge relevant in the facts of the case be framed against you and the doors of revisional court are also open for you in case of any adverse order.
