Is it true that cost of filing lawsuit especially for specific performance is calculated on the basis of certain percentage of value of property ?

what is the cost to file normal lawsuit?

Court fee payable is according to value of property.

Cost of suit is calculated at the time of preparation of formal decree and then every expenditure incurred by a party such as court fees paid ,court fees on applications and advocate fees payable according to civil
general rules is added to gather and is imposed upon the loosing party.

it varies . cost of filing law suit would depend upon your advocate fees, court fees , out of pocket exepenses . court fees would depend upon value of property

Yes, it is value of property. The rate differs from one state to another.
