Hello Members
I sent one RTI Information in HUDA OFFICE, Gurgaon on 30.01.2013 and till now they not provided me any information.
Now as per Law I want to file the appeal before the First Appellate Authority which is Administrator HUDA, Gurgaon. But when I went in there office then they replied me that the First Appeal does not lie here and you have to move State Information Commission for filling the Appeal at Chandigarh.
Now my grievance is that where I file the Appeal, as per the official website of the HUDA DEPARTMENT, it is specifically mentioned that the First Appellate Authority is at Gurgaon and only Second Appeal lies in State Information Commission.
So please guide me members that what I will do in this respect.

Right to information act 2005
Sec.19(1) Any person who, does not receive a decision within the time specified in sub-section (1) or clause (a) of sub-section (3) of section 7, or is aggrieved by a decision of the Central Public Information Officer or State Public Information Officer, as the case may be, may within thirty days from the expiry of such period or from the receipt of such a decision prefer an appeal to such officer who is senior in rank to the Central Public Information Officer or State Public Information Officer as the case may be, in each public authority:
Provided that such officer may admit the appeal after the expiry of the period of thirty days if he or she is satisfied that the appellant was prevented by sufficient cause from filing the appeal in time.
