You should contact with office where your father served, you can surf the website:
www.mod.nic.in
www.pensionersportal.gov.in
failing which your mother can file a Writ Petition in High Court with added Respondent Ministry of Defence,Govt.of India

Your mother was required to send an application along with the death certificate and the Pension Payment Order (Pension Book) of your father to the pension authorising officer through the office (Bank, treasury, or P.O.) through which your father was receiving pension.
You may however, send those documents direct to the pension authorising Officer, the address of whom you can find from the Pension Book of your father. Most probably the pension authorising Officer would be the Controller of Defence Accounts at Meerut or Allahabad.

your query is vague. your father is not the first ex-serviceman died during pension. please examine:-
(i) if mother's name is included in PPO
(ii)if the death has been reported to bank and DPDA.
if you have to litigate no need to go to high court. case will lie in AFT

As the querist has already told in his query that his mother has already performed her part to get family pension but the authorities have not responded since last one year but this aspect of the query stands overlooked while addressing the query.
It shall be better to serve a legal notice to Principal Controller of Defence Accounts (Pension), Allahad with GOI, Min of Defence, South Block, New Delhi & District Pension Disbursing Officer of your district through your lawyer and wait for their outcome. I am fully hopeful that you shall get the desired relief within time if there is no other legal hurdle like non mentioning of name in Part-II order.
This suggestion is based upon my tenure as Standing Counsel for Union of India dealing especially Defence cases.

Dear Mr. Makkad,
The querist in his post has stated as under: dear sir,
was in retired indian army person.my parents lived in ambala, haryana.my father expired 2 years back.but my mother did not receive any of his pension till date.please suggest me what to do and whom to contact?
You say that:
"As the querist has already told in his query that his mother has already performed her part to get family pension but the authorities have not responded since last one year but this aspect of the query stands overlooked while addressing the query."
I think you are not right in your statement. If I am wrong, please mention where I make a mistake.

when a querist is telling that his mother has not got pension since last one year it implies that despite of efforts no fruitful result has come out. An experts is expected not to read lines but between the lines.

I am sorry. Without knowing whether the mother actually made efforts or not, one cannot assume (reading in between lines does not mean reading facts which is not revealed, however one may be an expert!)

let querist himself confirm:-
(i) if mother's name is included in PPO
(ii)if the death has been reported to bank and DPDA.
