My company deducts 15% of by basic as security deposit .My company being a PSU and rule says that this amount will not be refunded if iam changing company.Now I have got selected in yet another PSU.IS there any rule sothat I can get the amount or is it posible for me to donate the same for any relief fund or charitable institution with out any benefits??

Deduction on security deposit and that too non refundable.
There is no such rule.
Get proper information.

my doubt was anyhow Iam losing money as iam changing company...Is there any provision /rule sothat I can donate that amount for a relief fund or any other charity firm..The loss incurred by me in the form ofbond or security deposit can atleast be used for some good will..please reply

The question which you are raising might have been raised prior to your joining in the PSU from where you are resigning now. You agreed the terms and conditions after fully understanding those so there is no other way but to follow them. If company forfeits the deposit, this is charity on your part ot your previous employer.
