Debris and other construction material lying outside our balcony in chs

Respected Experts,
We are having flat at G/F in the CHS. If there is any construction/renovation work in any of the member's flat they treat outside our flat as a dump yard and they do not remove till it is one full truck load and it takes few months to get cleared.
Even when society carry out repair work for the building the same thing. They dump outside our balacony on ground floor.
We requested Secretary but to no avail.
Kindly advise what should we do to have this practice stopped and debris removed immediately.

Sir,
[1] Please file a complaint with the secretary of the Society in writing, setting out the matter in detail, and request the society to solve the problem.
[2] Send a copy of the complaint to the local Municipal ward office.
[3] If the matter is not settled then take the matter to the co-operative Court.
