cONTQCT AN ADVOCATE. oN THE BASIS OF SCANT INFORMATION HERE, IT IS DIFFICULT TO HELP YOU DRAFT THE LETTER.

Why you made the issue of transfer to be an issue of EGO of your bosses.?
Hardships of life are required to be gently persuaded and not to be emotionally pushed forward.

One who works as an employee can not deny right of transfers that vests in employers.

There can NOT be any drafting by any one addressed to any other which compels reply, as reply is the sweet will of the addressee.

None can help you. Transfer is part of service whether an employee is in Govt. service or in private sector. You can't force your employer legally to accept your demand. In private sector either follow or leave.

Yes, in private sector the company may not listen to you. However, try to persuade thru the influence of some other superior official.. Consult and take professional services of some lawyer dealing in service matters bcoz for drafting purpose it needs through study of past conversations etc,.
Rajendra K Goyal (Expert) 01 July 2013
Only diplomatic polite attitude and approach of some very senior officer can help you, no drafting, no letter, no legal step can give you immediate relief.

Now , do as advised above.
