mothers property joint register done for a house for 3 children s ,can any one of her children have the power to construct a house on ground floor wit the permission of my mother,

Is the property registered in the name of three children?? is the name of mother still there in the property documents??

the property is still in my mothers name,joint registered will has been done with all 3 children s,elder brother wants to build a house in floor,what will be the feature trouble for the will.

it is a constructed house 40/40,16 yrs back

As long as mother is alive, she can give such permission. Later, it will be difficult to sell such property without the brother's consent as he will invest in first floor construction.
