Entering name of purchaser in khatha

Can a purchaser further transfer the property through sale without getting his own name entered in the Khata register.
This is not a hypothetical case.
My friend wants to do so.
I told him he cannot do it.
I need advise of senior experts in this regard.

Mutation is the recording of a transfer of title of a property from one person to another in the revenue or municipal records and without mutation it does not mean a legal title for the person in whose name the property has no title right.

Rightful owner can transfer his property by way of sell or gift etc without any mutation.

Whenever a new buyer approaches the muncipal office for transferring the khata in his name, the office asks him to submit the old original khata of the last owner.
So if a person does not transfer his name in the khata, his next transferee may face problem in this matter.
There will be a gap.

As the property is agricultural so you shall have to approach to Tehsildar/Talathi for this purpose with a specific application with the copy of title deed.
