Increase of rent of a room

Respected sir.
I have a 120 square ft. room bought by my father 10 years ago in my name in kolkata-700007.
I am a student.
I am not married.
My parents stay out of kolkata.
A lump sum amount was paid as salaami to the previous owner.
Present rent is Rs.325 which was increased from Rs.275 about 5 years ago.
Now the Landlord wants to increase the rent to Rs.600 from the present rent of Rs.325.
I can pay only Rs.400.But the landlord is not accepting Rs.400 as increased rent.
Landlord has not accepted rent since june 2012.i.e. from last 12 months.
The only Documents relating to the room is Rent receipts.
Rent receipts is in my name.
Landlord doesnt provide any facilities in the common area of the building viz. Light,cleaning,drinking water,security etc.
Please advise what should be done now..??1.Can Rs.400 be fixed as new rent?
2.What to do if the landlord doesnt accept Rs.400 as new rent?

You better start depositing rent in the office of the Rent Controller.

Rent receipt is sufficient document to became a rightful tenant,but landlord have right to increase rent by an application to the Rent Controller or by filing a suit in the Civil Court as per provision of West Bengal Premises Tenancy Act which is called 'Fair Rent'.You can deposit the present rent to the Rent Controller with a complaint for lighting and drinking water.You can seek alternative relief by filing a Suit for Declaration in Civil Court.
