Delay in construction work from builder

Hi,
We have booked a flat in under construction building since October 2010. The builder is yet to get approvals from the authorities for plan to be passed. Everytime we ask the builder for dates on start of work he says another 2-3 months we shall have the plan passed & work will start. This has been happening for the last 3 years. I need help to understand how would the new real estate regulatory bill help me to get my rights & take action against the builder. Please help we are under pressure & already paid a huge amount to the builder which is pinching our pockets.

issue legal notice to the builder . file complaint before consumer forum for deficiency in service and ask for your refund of money paid with interest . i do hope that payments have been made by you in cheque only
